Now, at this time, we really have to consider what was actually going on. There’s no doubt that the U.S. has been spending enormous amounts of money and energy looking into this technology. So if all the claims about UFO material that I presented to you are true—as the evidence seems to indicate—then that would mean there has been a program to study and replicate it. How could it be otherwise?
No agency that recovered a crashed UFO would simply sit on its hands for sixty years. No. It would be doing everything possible to understand it, no matter how far beyond current science it might be.
The group that controls this would keep the secret at all costs, using many layers of deception and deniability. That much is clear. But what would happen next? At some point, we have to assume that a breakthrough in understanding would occur, even if the alien artifacts could not be completely duplicated.
The Logic Behind a Secret Space Program
So, when we talk about a secret space program, we need to recognize that there is more than enough motivation for one to exist. If there are anomalies out there, then you can bet there’s more than enough motivation for a clandestine component of the space program to be operating.
That’s assuming these objects aren’t ours. Of course, if they are ours, then that would be the de facto proof of a secret space program.
The Deep State and a Shadow Government Structure
If there’s a secret space program, that implies a structure of secrecy around it, and that it’s being operated by some government entity—not a public one, but a deep state entity.
As Senator Daniel K. Inouye once said, “There exists a shadowy Government with its own Air Force, its own Navy, its own fundraising mechanisms, and the ability to pursue its own idea of national interest, free from all checks and balances, and free from the law itself.”
Why Private Industry Would Have to Be Involved
As we move into the next section, we have to consider how government works with private industry under a level of secrecy that goes far beyond our current understanding of constitutional government.
If you possess an alien artifact and want to study it, at some point it has to be sent to Boeing, Lockheed, General Electric, or Raytheon. These are the companies with the engineering talent and scientific expertise to attempt replication.
Once private industry is involved, that kind of work can’t be funded through normal congressional channels, which means the money has to be moved off the books and kept deliberately hidden.
The Hidden Cost of Secrecy and the Black Budget System
Maintaining secrecy on this scale is enormously expensive. Underground infrastructure, advanced weapons systems, media management, and compartmentalized operations all cost money, and you can’t simply requisition those funds through normal congressional channels.
This is where the missing $21 trillion comes in. In the article, $21 Trillion Missing – U.S. Government a Criminal Enterprise, Catherine Austin Fitts argued that a significant portion of that money—though not all of it—was funneled into classified and off-books programs, including what she identified as a secret space program. Twenty-one trillion dollars. Deep state money, diverted from public oversight.
So how do you fund something like this? You hide it. You divert it. That’s what black budgets are—classified government spending allocated for secret operations, far beyond what the public ever sees or is meant to see.
Entering the Uranus–Neptune Era
As we transition out of the 1980s and into the 1990s, we enter the Uranus–Neptune alignment period from 1985 to 2002. This was a subtle but powerful cultural shift, peaking around 1993.
Richard Tarnas describes this alignment as a revolution through the dissolution of structures and boundaries. It coincided with the collapse of the Soviet Union, the end of the Cold War, globalization, and the rise of a multipolar world.
Planetary Alignments and Technological Transformation
This period also marked massive changes in human experience—the emergence of the internet, the personal computer revolution, and sweeping changes in culture, education, commerce, politics, and social life.
And as these old structures dissolved, information that had been buried under decades of secrecy began to surface as well. That’s where the UFO story reenters the public narrative.
Area 51, Bob Lazar, and the S-4 Revelations
When Uranus and Pluto were nearing conjunction, Area 51 entered the public consciousness. On November 23, 1989, Las Vegas station KLAS aired Bob Lazar’s claims about S-4, a secret facility near Area 51.
According to Lazar, the site housed extraterrestrial craft used for reverse engineering. He claimed to have seen nine vehicles and worked on a disc-shaped craft powered by Element 115.
Lazar claimed Element 115 allowed the craft to warp space and pull destinations toward itself, enabling vast interstellar travel. Although Element 115 was officially discovered in 2003 in Russia, Lazar maintained that the U.S. had been working with it decades earlier.
This occurred during the Uranus–Neptune conjunction of the late ’80s and early ’90s.
A Rare Planetary Configuration and the Belgian UFO Wave
At this time, Uranus, Neptune, and Saturn were conjunct, opposing Jupiter—four of the five outer planets aligned in a rare configuration. A documentary later explored these events, marking the 25th anniversary of Bob Lazar’s Area 51 disclosures and placing them within this broader planetary context.
At the same time, Belgium experienced a major UFO wave that drew a direct military response. Belgian Air Force F-16s were scrambled after radar tracked large triangular craft moving in formation across the sky.
In the weeks that followed, 143 witnesses came forward. The objects were described as slow-moving yet highly coordinated, maintaining formation while reportedly outpacing the fighter jets sent to intercept them—though debate over the encounter continues.
